Degree in Economics, with a Master’s and PhD in Applied Economics from the Autonomous University of Barcelona. Full-time Researcher-Professor at Tecnológico de Monterrey Campus Mexico City since 1999. He served as Director of the Department of Economics and the Center for Strategic Studies from 2001 to 2014. He is currently Regional Director of the Department of Economics for the Mexico City region. His research work focuses on the evaluation of public policies, programs and projects, as well as in the economy of the organizations and the so-called Frontier Analysis that is aimed at estimating productivity. His research work includes publications in specialized journals such as the Journal of Productivity Analysis, Mexican Economy, New Era CIDE and The Economic Quarter and Fondo de Cultura Económica. He also has book chapters published by Cambridge University Press; Peter Lang and Clacso, among others.

He has directed numerous projects for institutions such as OECD, ECLAC, National Council for Social Development Policy Evaluation (CONEVAL) Ministry of Economy (SE) and the Tax Administration Service (SAT). His research work has been linked to institutions such as the University of Glasgow, the Autonomous University of Barcelona and the University of Bergen in Norway.
